This article explains the two Meta controls that decide how many customers you can reach on WhatsApp: quality rating and messaging limits.
Meta rates every WhatsApp Business API number based on how customers react to your messages in the last few days. Blocks, reports and customers who mark messages as spam lower the rating. The rating has three levels: green (high), yellow (medium) and red (low). You can see it in WhatsApp Manager next to the phone number.
A low rating has consequences:
Meta sends warnings to the email on your Business Portfolio. HueChat does not see or change the rating.
The messaging limit is the number of unique customers you can start a conversation with in a rolling 24-hour period using templates. Replies inside an open customer service window do not count. Meta publishes the tiers as: an initial limit for unverified businesses, then 1,000, 10,000, 100,000 and unlimited unique customers per day. Exact figures come from Meta and can change.
A new number starts on the lowest tier until Meta Business verification is complete. After that, Meta raises the tier automatically when you reach roughly half of your current limit within a week while keeping a medium or high quality rating.

Exact options may differ by plan.
Ratings recover as new messages get good reactions. Meta support cannot raise the rating manually.
